People engaged in the games at the carnival are another option to the rides themselves. There's usually plenty of light in the booth to illuminate the participants. But shooting hand-held in these situations calls for turning on your camera's or lens' anti-shake feature (e.g. Stabilizer or VR) and raising the ISO to ensure a sharp, well-exposed image.
