Bumper cars and other rides offer an opportunity for slow shutter speeds to give a sense of motion. Not everything in the scene will be sharp, but that's what happens with bumper cars. And kids' expressions are fun!
Here a slow shutter speed of 1/25 second let the motion of the cars create the blur while the background and stationary cars remain sharp.
